In the early 2000s, Google was a broke search engine. To save itself, it started mining users' data for targeted ads. At that time, the US government was focused on consumer privacy. Hence, it was planning to regulate Google's practices. It included allowing users to -

Edit or delete their information.
However, after the 9/11 attack, the government became suddenly interested in surveillance. It passed the Patriot Act and started a War on Terror to justify extreme invasions of privacy. Just like that, Google became the government's secret surveillance engine.
